Scott Morgan

Scott Morgan is a Kansas political strategist and publisher whose career spans journalism, law, government, and business. A fifth-generation Kansan raised in Shawnee, he holds journalism and law degrees from the University of Kansas. Early in his career, he worked in Washington for Senator Nancy Landon Kassebaum and later Senator Bob Dole, serving as counsel on the Senate Judiciary Subcommittee on Courts, a Senate-appointed member of the Federal Election Commission, and Chief Counsel for Dole’s 1988 presidential campaign. Morgan went on to serve as Chief Counsel and Director of Federal Affairs for Kansas Governor Mike Hayden, then co-founded Morgan Quitno Press, building it into a leading publisher of state and city statistical reference books before its sale to CQ Press in 2007. He is a two-term member of the Lawrence School Board and a former Republican nominee for U.S. Congress and the Kansas State Senate. Morgan helped launch the Free State Party in 2025, which merged with United Kansas in 2026. Morgan now serves as the Executive Director of United Kansas.
